# Affordable Housing Compliance for Property Managers

Affordable housing compliance software is what a compliance director buys when the tenant file, and not the resident, is the thing that can cost the property its funding. The category covers income certification and recertification, rent and income limits, tenant file audits, and the reporting that goes to housing agencies and investors. It splits by who owns the file. On the owner and operator side, the products review tenant income certifications, catch the date mismatch on an old interim before the state monitor does, and send the monthly voucher file to HUD. On the agency and syndicator side, the products are the systems those reports land in, where a state housing finance agency tracks allocations and monitoring cycles and an investor tracks lower-tier deals. The fear on the owner side is specific. TenantAudit’s homepage puts it as a single Form 8823 finding that can trigger recapture of federal tax credits going back up to ten years. This guide covers who buys each side, how to evaluate a product against the rules your portfolio carries, what pricing looks like where anyone publishes it, how these tools connect to the property management system and its own affordable module, and what the Index does not measure yet.

## Who buys it

Three buyers, and they rarely sit in the same meeting.

The first is the compliance director or compliance manager at an affordable housing operator. The portfolio carries some mix of LIHTC, project-based Section 8, HOME, USDA Rural Development, tax-exempt bond and local inclusionary rules, often on the same property, and every program has its own certification form, income limit and reporting cycle. The operator runs Yardi, RealPage, MRI, ResMan, Entrata, Rent Manager or AppFolio, and the property management system already has an affordable module. What this buyer adds from the vendors in this category is either a second set of eyes on the file, meaning a review firm with a portal or an automated audit that reads the file the PMS exported, or a service bureau that handles the HUD transmission so the property does not depend on one person who knows TRACS. Pronto Housing, TenantAudit, Preferred Compliance Solutions, US Housing Consultants and ShofCorp sell here.

The second is the state or local housing finance agency, which allocates credits, monitors the properties that received them, and administers Section 8 contracts. That buyer needs a system of record for allocation, bond issuance, asset management and compliance monitoring, and a way to get tenant data out of hundreds of owners’ property management systems without re-keying it. ProLink Solutions, Housing and Development Software, Emphasys HFA and Procorem sell here. Spectrum Enterprises sits in an unusual position as the monitoring delegate some states hire, with its own data-collection software that owners in those states report into.

The third is the tax credit syndicator or investor, and the bond issuer or public agency that holds a regulatory agreement on a property. ProLink’s ProLinkAIM is built for investors and syndicators managing lower-tier deals and fund investments. Housing Compliance Services sells FOCUS to public agencies, developers, bond issuers and tax credit investors for monitoring and reporting on restricted units. TenantAudit lists HFAs, syndicators and third-party compliance consultants alongside owners.

If you are an operator, the practical question is which side of the line your problem is on. The state monitor’s software, the investor’s asset management system and the agency’s reporting portal are things you report into. You choose among the first group and ask the second group only what format they want the data in. ## How to evaluate it

The research turns up the same handful of pain points on every vendor page, and each one becomes a demo question.

Start with the programs. List every program on every property in the portfolio, including the local ones, and ask the vendor which it covers by name. Preferred Compliance Solutions says LIHTC plus 18 or more additional programs, naming project-based Section 8, USDA RD, HOME, CDBG and state programs. Pronto Housing says LIHTC, HUD or local programs in any market. TenantAudit names LIHTC, Section 8, HOME and tax-exempt bond. A property that carries HUD and tax credit rules at once has two sets of income rules and two reporting calendars, and a product that handles one and not the other leaves the compliance staff running the second by hand.

Then the file review itself. Ask what the product checks on a tenant income certification, how it catches an income violation, and what it does with a recertification that is coming due. TenantAudit describes income-violation detection, TIC validation and recertification tracking with expiration alerts, with document management across 13 or more document types. Preferred Compliance describes a review done by compliance professionals through its NextGen eFile portal, with instant chat, initial certifications reviewed the same day if uploaded before 4:00 p.m. Eastern and recertifications in two to three business days. Those are two different products. One is software that reads the file and the other is people who read the file, and the turnaround, the error rate and the price differ. Ask for both numbers on your own files before you decide.

Then the HUD transmission. If the portfolio has project-based Section 8, someone prepares the 50059 and sends the monthly tenant and voucher files to TRACS. The ExactEstate case story in the research describes what happens when that person is out. Voucher week arrives and nobody is confident submitting, the knowledge lived in her head and was not documented, and a rejected voucher means a delayed payment. The same story describes the monthly ritual before submission: run a report of interims, cross-check against ledger changes, catch the mismatches, reverse entries, fix certifications, repost rent and reconcile the HAP register, all by hand. Ask who at the vendor does the transmission, what happens to a rejected file after hours, and whether that reconciliation is something the product does or something your staff still does every month. ShofCorp and US Housing Consultants both sell the processing as a service.

Then HOTMA. The AppFolio-sponsored Multifamily Dive article in the research describes software vendors waiting on HUD’s TRACS 203A release to finish their HOTMA builds. Ask any vendor where its income and asset calculations stand against the current HOTMA guidance, which programs it has switched over, and what it will do when the next HUD notice changes them again.

Then the agency side, if you are the agency or the monitor. The eHousingPlus article from HDS describes manual tracking as time-consuming and prone to error, and missed deadlines as costly. Ask how the system tracks tenant events, recertification cycles and reporting deadlines, whether owners can submit tenant data electronically in the HFA LIHTC XML format that Spectrum co-developed with HUD and NAHMA, and how much of the monitoring cycle still runs through email. Procorem’s own pitch for its compliance monitoring is tracking those events without losing them in inboxes, which tells you what the alternative looks like.

Then the audit trail. Ask what the product keeps and for how long. Housing Compliance Services says FOCUS maintains the documentation needed for an IRS audit. On the owner side, ask whether the review notes, the corrections and the corrected file are stored together, because the ten-year recapture window is the one the vendors quote and the file has to survive it. Last, the thing the PMS already does. Yardi, RealPage, MRI, ResMan, Entrata, Rent Manager and AppFolio each sell an affordable module, and some include their own file review. Ask the vendor to name what its product does that the module does not, for your PMS, with your files. If the answer is a service rather than a feature, that is a fine answer, but you should hear it plainly.

## Pricing models

One vendor in the database publishes pricing. TenantAudit lists plans from $49 a month with a free trial, and states on its homepage that its automated audits cost $0.50 to $1.00 per file against $150 to $300 per file for manual review. The second figure is the vendor’s framing of the alternative, so check it against your own invoices from a review firm. The first figure is the only published price in the category.

Everyone else asks for a call. Pronto Housing’s pricing page returns a 404. ProLink offers a Get Pricing request. ShofCorp, Preferred Compliance Solutions, US Housing Consultants, Spectrum Enterprises, Housing and Development Software, Emphasys HFA, Procorem and Housing Compliance Services do not publish a model.

The shapes you will meet follow the two sides of the category. Owner-side file review is usually priced per file or per certification, sometimes with a subscription for the portal. Ask for the per-file rate on initial certifications and recertifications separately, the turnaround each rate buys, and whether a resubmission after corrections is charged again. Service bureaus that handle the TRACS transmission are usually priced per property or per unit per month. Ask for the per-unit rate, the minimum and what an off-cycle correction costs. Agency and investor systems are enterprise licenses. Ask for the annual license, the implementation fee, the per-user or per-property component, and the cost of the data-transfer work that gets owners submitting electronically. For every vendor, get the contract term in writing and compute the annual figure at your unit count.

## Integrations

Integration in this category means two different things, and the database records a named connection for only a few vendors.

The first is the pull from the property management system into the compliance tool. TenantAudit imports from Yardi Voyager, RealPage OneSite, MRI Bostonpost and Excel or CSV, so a compliance team can run one audit across files that live in three systems after an acquisition. The [Yardi](/property-management-software/integrations/yardi/), [RealPage](/property-management-software/integrations/realpage/) and [MRI](/property-management-software/integrations/mri/) integration pages cover the other categories that connect to each system. Pronto Housing’s AppFolio entry is an AppFolio Stack Solution Partner listing in the Consulting category, dated March 17, 2025, which the release describes as affordable housing compliance consulting services and automation software for AppFolio customers. That is a partner listing rather than a documented data connection. An AppFolio operator should ask in the demo what data moves between the two products, in which direction, and whether a certification completed in Pronto lands on the resident record.

The second is the push from the property to the agency. ShofCorp transmits to HUD TRACS and names ExactEstate for HUD multifamily properties and Kanso Software for public housing agencies as the systems it works with. It does not name Yardi, RealPage or the other large systems, so ask. Spectrum Enterprises co-developed the HFA LIHTC Data Transfer Standard with HUD and NAHMA so tenant data can move by XML from existing property management software into Spectrum’s data-collection software without hand entry, and California’s TCAC selected Spectrum to collect HUD tenant data electronically. Housing and Development Software says its products integrate with third-party systems and names none. Preferred Compliance Solutions, US Housing Consultants, ProLink Solutions, Emphasys HFA, Procorem and Housing Compliance Services name no PMS in the fetched pages. For the agency systems that is expected. For the owner-side services it is a demo question, because a file review that starts with a manual export from the PMS is a different workload from one that reads the PMS directly.

The alternative to all of it is the affordable module already inside the PMS. Yardi sells Voyager Affordable Housing with RightSource file review and RentCafe Affordable for online certification, RealPage sells RealPage Affordable, MRI sells MRI Affordable Housing, the Bostonpost product, ResMan sells ResMan Affordable, and Rent Manager, AppFolio and Entrata each have an affordable offering. For many operators that module is the certification workflow. The vendors in this category exist for three things the module does not do. The first is a review of the file by someone who does not work for the property. The second is the HUD transmission when the module’s TRACS support or the staff’s confidence runs out. The third is the agency and investor system the module’s reports have to land in.

Service bureaus such as ShofCorp and US Housing Consultants prepare and transmit those files so the property is not dependent on the one staff member who knows the submission, which the research describes as the common failure.
