Preferred Compliance Solutions is a LIHTC and HUD compliance firm in Logan, Utah, and the buyer who looks for alternatives is usually a compliance director paying it, or a firm like it, to review tenant files. The review runs through its NextGen eFile portal, where property staff upload a file and compliance professionals review it, with initial certifications back the same day if uploaded before 4:00 p.m. Eastern and recertifications in two to three business days. The usual reasons to look elsewhere are cost per file, a wish to have software read the file instead of a person, and a portal that is one more upload step outside the property management system. This page covers those reasons and the 14 other vendors in our [affordable housing compliance category](/property-management-software/affordable-housing-compliance/). Fewer than half of them are direct substitutes, and the page says which.

## Why buyers look past Preferred Compliance Solutions

The turnaround is the strongest thing on its page. Same-day review of an initial certification can mean a unit leases the day the file is complete. The firm also covers LIHTC plus 18 or more other programs, including project-based Section 8, USDA Rural Development, HOME and CDBG, and sells CertifyMe for tenant certification, compliance monitoring, UPCS inspections and training. For a portfolio with layered programs, one firm that knows all of them is the point.

The first objection is cost. Pricing is not published. TenantAudit, a software competitor, states on its homepage that manual file review runs $150 to $300 per file, against $0.50 to $1.00 per file for its automated audits. That is a competitor’s framing, not a quote for Preferred Compliance, but it is the comparison a buyer will make. Ask for the per-file rate for initial certifications and recertifications separately, and whether a resubmission after corrections is charged again.

The second is the model. A review firm puts a person on every file. Some compliance teams want software that checks every file in the PMS and puts staff time only on the exceptions. Those are different products with different error profiles, and neither is right for every portfolio.

The third is the PMS. The database records no integration for Preferred Compliance, so the file reaches the portal by upload. Ask whether anything syncs from your system, and who keys corrections back in.

We could not verify review accuracy, how often the same-day turnaround is met, or contract terms. Ask for references at a portfolio your size.

## The alternatives, by what they replace

The table above carries each vendor’s facts from the database. They sort into four groups, and only the first two replace what Preferred Compliance does for an owner.

### Other review firms, where a person reads the file

[US Housing Consultants](/vendors/us-housing-consultants/), in Concord, New Hampshire, does LIHTC and HUD file audits and pre-MORs, TRACS and HAP processing, and also sells the Entryway+ digital application and verification platform and the InspectCheck NSPIRE inspection tool. It is the closest match in scope, with HUD processing added. [Zeffert & Associates](/ai-shortlist-index/affordable-housing-compliance/zeffert-associates/) is a nationwide tenant file review firm covering LIHTC, Section 8, RD 515, HOME and 202/811, with a File Review Manager portal for uploads, bulk submissions and reporting. Neither publishes pricing.

### Software, where the product reads the file

[TenantAudit](/vendors/tenantaudit/) runs automated audits on LIHTC, Section 8, HOME and bond files: income-violation detection, TIC validation and recertification tracking with alerts. It imports from Yardi, RealPage OneSite and MRI Bostonpost, and it publishes pricing, plans from $49 a month with a free trial. [Veritay](/ai-shortlist-index/affordable-housing-compliance/veritay/) checks tenant files against program rules with AI assistance, flags issues with cited findings, and leaves sign-off to a person, which sits between software and a review firm; it publishes pricing, $6 per unit per month or $22 per file for owners and managers, each with a monthly minimum. [HousingIntellect](/ai-shortlist-index/affordable-housing-compliance/housingintellect/) runs alongside an existing PMS to collect documents, calculate eligibility, and review and approve certifications across LIHTC, HUD, HOME, RD and layered programs, at a published $2.50 per unit per month up to 500 units with a $350 monthly minimum, or $2.00 per unit for 501 to 2,000 units. [Pronto Housing](/vendors/pronto-housing/) is an income qualification platform with tech-enabled services behind it, and an AppFolio Stack Solution Partner since March 2025. Pricing is not published for Pronto.

### HUD transmission

[ShofCorp](/vendors/shofcorp/) is a HUD service bureau that prepares 50059 forms and transmits monthly tenant and voucher files to TRACS, and it integrates with ExactEstate and Kanso. It replaces the TRACS side of what a firm like US Housing Consultants offers, not the tax credit file review.

### Agency and investor systems

The rest are what an owner reports into rather than alternatives to a review firm. [ProLink Solutions](/vendors/prolink-solutions/) sells ProLinkHFA to housing finance agencies and ProLinkAIM to syndicators and investors. [Housing and Development Software](/vendors/housing-and-development-software/), [Emphasys HFA](/vendors/emphasys-hfa/) and [MITAS](/ai-shortlist-index/affordable-housing-compliance/mitas/) sell agency systems; MITAS’s multifamily suite includes a compliance module with owner and manager portals. [Housing Compliance Services](/vendors/housing-compliance-services/) sells FOCUS monitoring software to public agencies, developers, bond issuers and investors. [Procorem](/vendors/procorem/) is a document workspace with compliance monitoring of tenant events and recertification cycles. [Spectrum Enterprises](/vendors/spectrum-enterprises/) is the monitoring delegate some states hire, with data-collection software at more than 1,400 tax credit properties. If you are an agency or syndicator, this is your shortlist. If you are an owner, ask your state agency which of these it uses and what format it wants.

## How to shortlist

Decide between a person and software first, then check program coverage, then the PMS. TenantAudit’s imports match the [Yardi](/property-management-software/integrations/yardi/), [RealPage](/property-management-software/integrations/realpage/) and [MRI](/property-management-software/integrations/mri/) integration pages; for the others, the connection is a demo question.

Ask every vendor:

1. Which programs on our properties do you cover by name, including the local ones?
2. What is the per-file price for initial certifications and recertifications, and is a resubmission charged?
3. What turnaround do you commit to in the contract, and what happens when you miss it?
4. How do files get from our PMS to you, and how do corrections get back?
5. Where do your income and asset calculations stand against current HOTMA guidance?

## What the Index shows

The table at the foot of this page carries the current Index figures for Preferred Compliance Solutions and each alternative, and the edition includes a prompt that asks for its alternatives for third-party LIHTC and HUD file reviews. Our reading is that ChatGPT spreads this category thinly across review firms and audit software, so no single name owns the alternatives answer. The [complete vendor list](/property-management-software/affordable-housing-compliance/vendors/) has every row in one table.

If you sell compliance software or file review and want to be in that answer, read [how we work with proptech vendors on AI visibility](/ai-visibility-for-proptech-companies/). If the applicant has not reached certification yet, the [tenant screening guide](/property-management-software/tenant-screening/) covers the step before it.
