Enumerate is community association management software sold to management companies and self-managed associations. It is the old TOPS Software under a new name: in May 2023, after a growth investment from Great Hill Partners, the company moved TOPS (accounting) and Nabr Network (engagement) under the Enumerate brand. The product today has two halves. Enumerate Central runs accounting, payments and operations, and Enumerate Engage is the side homeowners and boards use to pay, communicate and read what is going on. Enumerate also sells optional bookkeeping through Enumerate Financial Services, and in May 2026 it launched Numa AI, an assistant built into the workflows. In the [HOA management software guide](/property-management-software/hoa-management-software/) it sits with the accounting-first platforms, and the facts panel below is rendered from our vendor database with a source and verification date on each entry.

## Who it fits

The database tags HOA communities, and the site names two buyers: the management company and the self-managed association. The pricing is what sorts them. A $500 monthly minimum on an annual contract is a management company’s number. A firm running a few dozen associations, with an accounting team that closes books every month, is the buyer the product is shaped around. A self-managed board can buy it, and the site says so, but a 60-home association paying at least $6,000 a year for software should compare that against the flat-fee tools built for boards.

The other buyer is a company already on an older TOPS product. The site mentions TOPS only as company history, and Enumerate Central is what it sells now, so a firm on legacy TOPS software is choosing between moving to Central and moving somewhere else. If that is you, the questions below about migration and data matter more than the feature list.

## Pricing

Enumerate publishes the shape of its pricing and one number. The minimum monthly cost for software customers is $500. Beyond that, the price depends on the size of your associations and the level of service you want. Contracts are annual, and there is a one-time implementation fee that covers data migration.

So ask for the per-door or per-association rate behind the minimum, and at what portfolio size you clear it. Ask what the implementation fee is for your door count and what migration it includes: open balances only, or full transaction history. Ask whether Enumerate Financial Services is priced per association or per hour, and what it covers. Ask whether Numa AI is in the base subscription or an add-on. Ask what payments cost the homeowner and what they cost the association, since payments are part of the product. And ask what the renewal terms look like after year one.

## Integrations

The record names no PMS, and that is expected here. Enumerate is the system of record for the association, so there is no rental PMS to connect to. Its partner page lists banks instead: First Citizens Bank, Truist, Western Alliance Bank, SmartStreet and CIT Bank, plus software partners Axela, Payabli, Zego and ReadyResale. For an association manager, the bank list is the integration list that counts. Ask which of those banks support automated lockbox and reconciliation, and what happens if your associations bank somewhere else. Ask which partner handles card and ACH payments, and whether resale and estoppel requests go through ReadyResale or another tool you already pay for.

## Limitations and questions to ask

Migration first. Ask whether your current TOPS product is still supported and until when, how long a typical cutover to Central takes, and whether historical ledgers come across or stay in an archive. Ask for a reference who moved from TOPS in the last year.

Accounting second. Ask how Central handles reserve funds next to operating accounts, how the monthly board package is produced, and what an auditor can export. Ask how many associations one accountant can carry.

Operations third. Ask how violations, architectural requests and work orders move between Central and Engage, and what a board member can approve from a phone.

Numa AI last. Ask what it does today, as opposed to what is on the roadmap, and what data it reads.

## Alternatives

The [full HOA vendor list](/property-management-software/hoa-management-software/vendors/) carries the same sourced facts for every vendor in the category. The closest match on buyer and shape is [CINC Systems](/vendors/cinc-systems/), another accounting-first platform for management companies. [Smartwebs](/vendors/smartwebs/) splits its product into operations and accounting tiers, which suits a company that wants to start with one. A self-managed board should read the [PayHOA profile](/vendors/payhoa/), which publishes its full price list. The [roundup of options beyond Vantaca](/property-management-software/hoa-management-software/vantaca-alternatives/) sets every other vendor side by side.

## Is this your company?

Enumerate has not published its property management system integrations on any page we could verify, so this profile turns those into questions for the buyer.
