Its utility billing page names four service levels: read only, read and calculate, read and bill, and read, bill and collect. For properties that cannot be metered it sells RUBS for water, gas and electric, and it will bill trash, hot water and pest on the same statement. The company was founded in 1983, its homepage counts 4,900 or more clients across 46 states, and it advertises in-house counsel for the regulatory side. ## Who it fits

The database tags institutional multifamily, small multifamily, HOA communities, student housing and commercial facilities, and Guardian’s site adds condos, new construction, mobile home parks and marinas. That is the widest segment spread in the category, and the four service levels are what make it possible. A large operator that wants only meter reads and does its own billing in the PMS buys the first level. A condo association that wants nothing to do with collections buys the fourth. The buyer is anyone with a property that can be submetered, or one that cannot and needs RUBS done by someone who claims to know the rules in the state.

It fits less well for a single-family manager whose tenants already hold the accounts, and for an owner who wants a payments statement with rent on it, which is a different product.

## Pricing

Since the service is tiered, ask for the price at each of the four levels, then the meter and installation cost per unit for a retrofit and for new construction, then the monthly read fee per unit. Ask whether a service fee is added to the resident’s statement at the read-and-bill and read-bill-and-collect levels. Ask who owns the meters at the end of the term and what a transmitter replacement costs. Guardian’s own site claims a 92 percent collection rate; ask what that figure is measured on and whether it is guaranteed in the contract or just quoted.

That covers the institutional stack and the two systems a mid-size operator is likely to run. Ask which of the five posts charges to the ledger directly and which works from a file, since a homepage list does not say. Ask how move-ins and move-outs reach Guardian from each system and how a partial month is prorated from the meter read. The service level decides the questions. At read only, ask what format the reads arrive in and how they get into your billing. At read and calculate, ask who checks the calculation before it posts. At read and bill, ask what the resident statement looks like, how a dispute is logged and whether Guardian or your office answers. At read, bill and collect, ask what collections means in practice, when an unpaid balance comes back to the property, and how it interacts with the rent ledger at move-out. On RUBS, ask which formula Guardian recommends for your building and who monitors the rules in your city and state, since in-house counsel is a claim you should ask to see in the contract as an indemnity or not at all. On hardware, ask about the service response for a dead meter and what residents are billed during an outage. On trash, hot water and pest billing, ask how those lines are described on the statement, because a resident reads them.
