Website

Housing Compliance Services sells FOCUS, which its site describes as web-based affordable housing compliance monitoring and reporting software for public agencies, developers, bond issuers and tax credit investors. The site says FOCUS is used to monitor more than 60,000 units restricted by LIHTC, tax-exempt bond, HOME, RDA, CDBG and inclusionary housing requirements, that it reduces paper, minimizes human error and standardizes reporting, and that it maintains the documentation needed for an IRS audit. In the [category guide](/property-management-software/affordable-housing-compliance/) it is on the agency and investor side, one of the systems an owner’s tenant data and reports land in.

## Who it fits

The record tags affordable housing. The buyer is whoever holds the regulatory agreement and has to prove the units stayed restricted: a city or county housing department with inclusionary and HOME units, a bond issuer, a tax credit investor, or a developer that carries the reporting obligation to any of them. The program list is the tell. LIHTC alone is the state agency’s job; RDA, CDBG and inclusionary rules point at local agencies and the developers that report to them.

An owner or manager whose problem is income certification quality or the monthly HUD voucher is not the buyer. FOCUS monitors what the owner reports; it does not describe reading the tenant file or transmitting to TRACS.

## Pricing

Pricing is not published. Ask whether FOCUS is licensed per agency, per unit monitored or per property, what implementation and data loading cost, and what owners or developers on the reporting side pay, if anything. Ask for the contract term and whether reporting templates for a new local program are included or billed as work.

## Integrations

None named. The fetched page does not name a property management system or an XML standard. Ask how tenant and unit data get into FOCUS from the owner’s side, whether it accepts the HFA LIHTC XML Data Transfer Standard that Spectrum co-developed with HUD and NAHMA or a template of its own, and what an owner on Yardi, RealPage, MRI or ResMan does each reporting cycle. For a local agency, ask whether FOCUS exchanges data with the state agency’s system for properties that carry both state and local restrictions, or whether the owner reports the same household twice.

## Limitations and questions to ask

Start with the unit. Ask how FOCUS tracks a restricted unit through a tenancy, what a tenant event looks like in the system, and how income and rent limits are updated when HUD publishes new ones.

Then the finding. Ask how a monitoring finding is issued to the owner, tracked to correction and closed, and how the IRS audit documentation is produced on request.

Then the mixed property. Ask what happens when one unit carries LIHTC, bond and inclusionary restrictions with different income limits, and which one FOCUS reports against.

Then HOTMA. Ask whether the data model carries the current income and asset fields and how the product changed when the rules did.

Then the 60,000 units. Ask how many agencies that represents, which are on the current version, and for a reference at an agency with a program mix like yours.

## Alternatives

The [category’s vendor table](/property-management-software/affordable-housing-compliance/vendors/) shows every vendor on both sides. The other monitoring software with its own data-collection layer is [Spectrum Enterprises](/vendors/spectrum-enterprises/), the state LIHTC monitoring delegate. The workspace comparison is [Procorem](/vendors/procorem/), which tracks tenant events and reporting cycles in a shared document space rather than a monitoring system.
