Livable is utility billing and cost recovery software for smaller owners. It reads the utility bills, allocates the cost across residents by occupancy, square footage, submeter reading or a custom weighting, and pushes the charges to the AppFolio ledger for approval. The product page adds AI bill ingestion, a resident portal, accounts payable automation, turnover utility monitoring, and billing for bulk internet and community solar. The company says it has operated since 2009. In the [utility management category](/property-management-software/utility-management/) it is the vendor built for the owner who is too small for the full-service firms and too busy to run RUBS in a spreadsheet. ## Who it fits

The database tags small multifamily and single-family rental, and Livable says it has no unit minimums. Its AppFolio page names the problem as utility expense leakage on master-metered properties where water and wastewater rates keep rising, and its cost recovery page names the cause as spreadsheet handoffs and manual workflows. So the buyer is an owner or manager on AppFolio with a handful of master-metered buildings, paying a water bill that used to be tolerable and no longer is.

It fits less well for an institutional operator on Yardi, Entrata or RealPage, because the only PMS in the record is AppFolio. It also fits less well for a single-family manager whose tenants already pay utilities directly, since there is no master bill to allocate; that manager’s problem is the move-in gap, which is what [Utility Profit](/vendors/utility-profit/) addresses.

Ask for the per-unit monthly fee, whether there is a per-statement fee, and whether any fee appears on the resident’s statement. Ask what AP automation and bulk internet billing add if you take them. No long-term commitment is worth confirming in the contract itself, since the marketplace listing is marketing copy and the contract is what you sign.

AppFolio is the one integration in the record, and it is a certified AppFolio Stack partnership in which Livable pushes charges to the AppFolio ledger for approval rather than posting them unattended. That approval step is a feature for an owner who wants to see the allocation before residents do, and a chore for one who wants it automatic; ask whether it can be switched off. Ask how move-ins and move-outs reach Livable from AppFolio, how a partial-month resident is billed, and what the resident portal shows that the AppFolio portal does not. ## Limitations and questions to ask

The allocation is the product, so ask about the allocation first. Ask which formula Livable recommends for your building, how common-area usage is handled, how vacancy is handled, and how a change to the formula is documented for the resident who asks why the bill went up. Ask who monitors city and state rules on RUBS in your markets, since Livable sells compliance as a feature and you want to know what that means in practice. Ask what AI bill ingestion does when a utility changes its invoice layout, and how an error is caught before it reaches the ledger. Ask how a resident disputes a charge and whether Livable or your office answers. For turnover monitoring, ask what triggers an alert and whether it can see a resident who has not transferred service into their name. For community solar and bulk internet, ask how the charge is described on the statement, since a resident will read those lines more closely than the water line.
