Think Utility Services is a submetering and utility billing company in Seminole, Florida, in the Tampa Bay area. It grew out of Midway Utility Services, and its about page dates the family of companies to 1957 and the Think business to the re-piping division Midway started in the early 1990s. Today it installs water, gas and electric submeters, repairs and maintains existing submeter systems, bills residents from reads or by RUBS, and collects. A sister company, Think Construction Services, does interior renovations and re-piping. In the utility management category it is a hands-on meter and billing firm with plumbing roots, and the facts panel below is rendered from our vendor database with a source and verification date on each entry.

Who it fits

The database tags institutional multifamily, HOA communities and commercial facilities. The site has pages for apartments, condominiums, mobile home communities, RV parks, resorts, retail centers and new construction. The condominium page is the most specific: it sells the move from utilities bundled into the association fee to billing each owner for what they use, which is a board decision as much as a management one. A condo association or a mobile home community in Florida weighing that change, or an apartment owner with an aging submeter system that needs repair, is the plain fit.

Pricing

Owner-side pricing is not published, and the site offers a free consultation and a cost recovery calculator. The resident side is published. Think earns its money from a billing fee shown on each invoice; its fee page says the fee covers meter reading, invoice production and mailing, and customer service. Residents who pay by check, money order or their own bank’s bill pay pay nothing extra. Online card payments carry a $3.95 convenience fee, phone payments $4.95 up to $150, and ACH $2.95, with activation, deactivation, late and demand notice fees on top.

Ask the billing fee in dollars, since the page explains it without stating it. Ask whether the property pays anything monthly or whether the resident fee is the whole price. Ask the install cost per unit and how repairs are priced. Those resident fees will land on residents’ bills under your name, so check them against your state’s rules and your lease addendum.

Integrations

The apartments page says Think is integrated with most property management software, including Yardi, MRI and RealPage, so that utility charges appear on tenant ledgers. Those three are on our record. The vendors page also lists Entrata and ResMan among its software partners without describing a connection. Ask whether the connection to your system posts charges automatically or by file, how often, and who reconciles the two. The FAQ puts the duty to report move-ins and move-outs on property management, so ask whether the integration takes that off your staff or whether they still notify Think directly.

Limitations and questions to ask

Think is a regional company selling nationally; its site says it provides submetering and billing in 50 states. Ask how many properties it bills outside Florida and who services a meter in your market. Ask how a missed or estimated read is handled and how disputes are resolved. Ask about the payment plan policy, since the FAQ says Think offers one only when property management or the board requests it, and late fees still accrue. Ask what reports the manager portal provides and whether you can export them. On new construction, ask whether the meters it specifies are nonproprietary, so another firm could read them later.

Alternatives

The utility management vendor list compares every vendor on the same facts. National Exemption Service is another Tampa Bay submetering company, with seven named PMS integrations. Synergy Utility Billing serves a similar property mix, mobile home parks included. Submeter Solutions offers a do-it-yourself install for owners who want to own the hardware. The Conservice comparison page covers everyone else.
