Affordable Housing Compliance for Property Managers
Short answer
- The tenant file is what can cost a property its funding. Compliance software covers income certification, rent and income limits, file audits and the reports agencies and investors receive.
- Owners and agencies buy from different vendors. Operators buy file review and HUD transmission. Housing finance agencies and investors buy the monitoring systems those reports land in.
- Your PMS already has an affordable module. These vendors sell what it does not do: an outside review of the file, the TRACS transmission, and the agency and investor systems.
- Three vendors publish prices. TenantAudit from $49 a month, HousingIntellect from $2.50 per unit with a $350 minimum, and Veritay at $6 per unit or $22 per file.
Affordable housing compliance software is what a compliance director buys when the tenant file, and not the resident, is the thing that can cost the property its funding. The category covers income certification and recertification, rent and income limits, tenant file audits, and the reporting that goes to housing agencies and investors. It splits by who owns the file.
On the owner and operator side, the products review tenant income certifications and catch the date mismatch on an old interim before the state monitor does. They also send the monthly voucher file to HUD. On the agency and syndicator side, the products are the systems those reports land in.
A state housing finance agency tracks allocations and monitoring cycles there, and an investor tracks lower-tier deals.
The fear on the owner side is specific. TenantAudit’s homepage puts it as a single Form 8823 finding that can trigger recapture of federal tax credits going back up to ten years.
This guide covers who buys each side, how to evaluate a product against the rules your portfolio carries, and what pricing looks like where anyone publishes it. It also covers how these tools connect to the property management system and its own affordable module, and what the first Index edition recorded.
Who buys affordable housing compliance software?
Three buyers, and they rarely sit in the same meeting.
Compliance directors at operators
The first is the compliance director or compliance manager at an affordable housing operator. The portfolio carries some mix of LIHTC, project-based Section 8, HOME, USDA Rural Development, tax-exempt bond and local inclusionary rules, often on the same property. Every program has its own certification form, income limit and reporting cycle.
The operator runs Yardi, RealPage, MRI, ResMan, Entrata, Rent Manager or AppFolio, and the property management system already has an affordable module.
What this buyer adds from the vendors in this category is one of two things. The first is a second set of eyes on the file: a review firm with a portal, or an automated audit that reads the file the PMS exported. The second is a service bureau that handles the HUD transmission, so the property does not depend on one person who knows TRACS.
Pronto Housing, TenantAudit, Preferred Compliance Solutions, US Housing Consultants, ShofCorp, HousingIntellect, Veritay and Zeffert & Associates sell here.
Housing finance agencies
The second is the state or local housing finance agency, which allocates credits, monitors the properties that received them, and administers Section 8 contracts. That buyer needs a system of record for allocation, bond issuance, asset management and compliance monitoring. It also needs a way to get tenant data out of hundreds of owners’ property management systems without re-keying it.
ProLink Solutions, Housing and Development Software, Emphasys HFA, MITAS and Procorem sell here. Spectrum Enterprises sits in an unusual position as the monitoring delegate some states hire, with its own data-collection software that owners in those states report into.
Syndicators, investors and bond issuers
The third is the tax credit syndicator or investor, and the bond issuer or public agency that holds a regulatory agreement on a property. ProLink’s ProLinkAIM is built for investors and syndicators managing lower-tier deals and fund investments. Housing Compliance Services sells FOCUS to public agencies, developers, bond issuers and tax credit investors for monitoring and reporting on restricted units.
TenantAudit lists HFAs, syndicators and third-party compliance consultants alongside owners.
Which side you are on
If you are an operator, the practical question is which side of the line your problem is on. The state monitor’s software, the investor’s asset management system and the agency’s reporting portal are things you report into.
You choose among the first group and ask the second group only what format they want the data in. Screening the applicant is a separate purchase that happens before the certification does, and that guide covers it.
How do you evaluate compliance software?
The research turns up the same handful of pain points on every vendor page, and each one becomes a demo question.
Programs
Start with the programs. List every program on every property in the portfolio, including the local ones, and ask the vendor which it covers by name. Preferred Compliance Solutions says LIHTC plus 18 or more additional programs, naming project-based Section 8, USDA RD, HOME, CDBG and state programs.
Pronto Housing says LIHTC, HUD or local programs in any market. TenantAudit names LIHTC, Section 8, HOME and tax-exempt bond. A property that carries HUD and tax credit rules at once has two sets of income rules and two reporting calendars.
A product that handles one and not the other leaves the compliance staff running the second by hand.
The file review
Ask what the product checks on a tenant income certification, how it catches an income violation, and what it does with a recertification that is coming due. TenantAudit describes income-violation detection, TIC validation and recertification tracking with expiration alerts, with document management across 13 or more document types.
Preferred Compliance describes a review done by compliance professionals through its NextGen eFile portal, with instant chat, initial certifications reviewed the same day if uploaded before 4:00 p.m. Eastern and recertifications in two to three business days. Those are two different products.
One is software that reads the file and the other is people who read the file, and the turnaround, the error rate and the price differ. Ask for both numbers on your own files before you decide.
The HUD transmission
If the portfolio has project-based Section 8, someone prepares the 50059 and sends the monthly tenant and voucher files to TRACS. The ExactEstate case story in the research describes what happens when that person is out.
Voucher week arrives and nobody is confident submitting, the knowledge lived in her head and was not documented, and a rejected voucher means a delayed payment. The same story describes the monthly ritual before submission, all by hand. Run a report of interims, cross-check against ledger changes, catch the mismatches, reverse entries, fix certifications, repost rent and reconcile the HAP register.
Ask who at the vendor does the transmission, and what happens to a rejected file after hours. Ask whether that reconciliation is something the product does or something your staff still does every month. ShofCorp and US Housing Consultants both sell the processing as a service.
HOTMA
The AppFolio-sponsored Multifamily Dive article in the research describes software vendors waiting on HUD’s TRACS 203A release to finish their HOTMA builds. Ask any vendor where its income and asset calculations stand against the current HOTMA guidance, and which programs it has switched over. Ask what it will do when the next HUD notice changes them again.
The agency side
This part is for the agency or the monitor. The eHousingPlus article from HDS describes manual tracking as time-consuming and prone to error, and missed deadlines as costly.
Ask how the system tracks tenant events, recertification cycles and reporting deadlines, and how much of the monitoring cycle still runs through email. Ask whether owners can submit tenant data electronically in the HFA LIHTC XML format that Spectrum co-developed with HUD and NAHMA. Procorem’s own pitch for its compliance monitoring is tracking those events without losing them in inboxes, which tells you what the alternative looks like.
The audit trail
Ask what the product keeps and for how long. Housing Compliance Services says FOCUS maintains the documentation needed for an IRS audit.
On the owner side, ask whether the review notes, the corrections and the corrected file are stored together. The ten-year recapture window is the one the vendors quote, and the file has to survive it. The glossary defines the certification and program terms that come up here.
What the PMS already does
Yardi, RealPage, MRI, ResMan, Entrata, Rent Manager and AppFolio each sell an affordable module, and some include their own file review. Ask the vendor to name what its product does that the module does not, for your PMS, with your files.
If the answer is a service rather than a feature, that is a fine answer, but you should hear it plainly.
What does affordable housing compliance software cost?
A few vendors in the database publish pricing.
- TenantAudit lists plans from $49 a month with a free trial. Its homepage states that its automated audits cost $0.50 to $1.00 per file, against $150 to $300 per file for manual review. The second figure is the vendor’s framing of the alternative, so check it against your own invoices from a review firm.
- HousingIntellect prices per unit per month. Starter is $2.50 a unit up to 500 units with a $350 monthly minimum, and Growth is $2.00 a unit for 501 to 2,000 units, custom above that. An implementation fee of $250 or $1,000 is waived with annual prepay.
- Veritay charges owners and managers $6 per unit per month for full coverage with a $150 monthly minimum, or $22 per file with a $250 monthly minimum. It charges compliance and auditing firms $12 to $17 per file.
Everyone else asks for a call. Pronto Housing’s pricing page returns a 404. ProLink offers a Get Pricing request.
ShofCorp, Preferred Compliance Solutions, US Housing Consultants, Spectrum Enterprises, Housing and Development Software, Emphasys HFA, Procorem and Housing Compliance Services do not publish a model. Zeffert & Associates and MITAS quote each buyer.
The price shapes
The shapes you will meet follow the two sides of the category. Owner-side file review is usually priced per file or per certification, sometimes with a subscription for the portal. Ask for the per-file rate on initial certifications and recertifications separately, the turnaround each rate buys, and whether a resubmission after corrections is charged again.
Service bureaus that handle the TRACS transmission are usually priced per property or per unit per month. Ask for the per-unit rate, the minimum and what an off-cycle correction costs. Agency and investor systems are enterprise licenses.
Ask for the annual license, the implementation fee, the per-user or per-property component, and the cost of the data-transfer work that gets owners submitting electronically. For every vendor, get the contract term in writing and compute the annual figure at your unit count.
How does compliance software connect to your PMS?
Integration in this category means two different things, and the database records a named connection for only a few vendors.
From the PMS into the tool
The first is the pull from the property management system into the compliance tool. TenantAudit imports from Yardi Voyager, RealPage OneSite, MRI Bostonpost and Excel or CSV. A compliance team can run one audit across files that live in three systems after an acquisition.
The Yardi, RealPage and MRI integration pages cover the other categories that connect to each system.
Pronto Housing’s AppFolio entry is an AppFolio Stack Solution Partner listing in the Consulting category, dated March 17, 2025. The release describes it as affordable housing compliance consulting services and automation software for AppFolio customers. That is a partner listing rather than a documented data connection.
An AppFolio operator should ask in the demo what data moves between the two products, in which direction, and whether a certification completed in Pronto lands on the resident record.
From the property to the agency
The second is the push from the property to the agency. ShofCorp transmits to HUD TRACS and names ExactEstate for HUD multifamily properties and Kanso Software for public housing agencies as the systems it works with. It does not name Yardi, RealPage or the other large systems, so ask.
Spectrum Enterprises co-developed the HFA LIHTC Data Transfer Standard with HUD and NAHMA. Tenant data can then move by XML from existing property management software into Spectrum’s data-collection software without hand entry. California’s TCAC selected Spectrum to collect HUD tenant data electronically.
Housing and Development Software says its products integrate with third-party systems and names none.
Preferred Compliance Solutions, US Housing Consultants, ProLink Solutions, Emphasys HFA, Procorem and Housing Compliance Services name no PMS in the fetched pages. HousingIntellect, Veritay, Zeffert & Associates and MITAS have no PMS integration in our records. HousingIntellect says it runs alongside an existing PMS without naming one.
For the agency systems that is expected.
For the owner-side services it is a demo question. A file review that starts with a manual export from the PMS is a different workload from one that reads the PMS directly.
The PMS affordable module
The alternative to all of it is the affordable module already inside the PMS. Yardi sells Voyager Affordable Housing with RightSource file review, and RentCafe Affordable for online certification. RealPage sells RealPage Affordable, MRI sells MRI Affordable Housing, the Bostonpost product, and ResMan sells ResMan Affordable.
Rent Manager, AppFolio and Entrata each have an affordable offering. For many operators that module is the certification workflow.
The vendors in this category exist for three things the module does not do. The first is a review of the file by someone who does not work for the property. The second is the HUD transmission when the module’s TRACS support or the staff’s confidence runs out.
The third is the agency and investor system the module’s reports have to land in.
Who are the affordable housing compliance vendors?
The table below is generated from the vendor database and shows each vendor’s description, pricing model where published, integrations and segments, each with its source and last-verified date. Buyers replacing Preferred Compliance Solutions can start with the field set against Preferred Compliance Solutions.
Read the list as two sides.
On the owner and operator side:
- Pronto Housing sells an income qualification platform with services behind it.
- TenantAudit sells automated file audits.
- Preferred Compliance Solutions and US Housing Consultants are compliance firms whose file review and processing run through their own portals and tools.
- ShofCorp is the HUD service bureau that prepares 50059s and transmits to TRACS.
- HousingIntellect sells certification software that runs alongside the PMS.
- Veritay sells AI-assisted file review that leaves sign-off to a person.
- Zeffert & Associates is a file review firm with its own upload portal.
On the agency and investor side:
- ProLink Solutions sells ProLinkHFA to housing finance agencies and ProLinkAIM to syndicators.
- Housing and Development Software, Emphasys HFA and MITAS sell agency systems.
- Procorem sells a document workspace with compliance monitoring for agencies and owners.
- Housing Compliance Services sells FOCUS to public agencies, bond issuers and investors.
- Spectrum Enterprises is the state monitoring delegate with its own data-collection software.
The side-by-side list of every vendor puts them in one table.
What does the AI Shortlist Index show for this category?
The snapshot above shows the current edition; these figures are from 2026-09. That edition holds 25 ChatGPT runs for this category, one per prompt, captured from the ChatGPT app on 3 October 2026.
Preferred Compliance Solutions and US Housing Consultants were each named in 26% of runs, TenantAudit in 22%, Spectrum Enterprises in 20% and Pronto Housing in 17%. ChatGPT named 16 vendors from our database across the set, and 8 of them were named in 8% of runs or fewer.
On 3 of the 7 prompts asking for the best software, ChatGPT named none of the ranked vendors and recommended the affordable housing modules of Yardi, RealPage and MRI instead. Two segment prompts, for a small nonprofit and a public housing authority, also named no ranked vendor. The Index does not rank property management systems, so those recommendations do not show in the rates above.
Of the 172 citations in the category, yardi.com was the most cited domain with 19, followed by realpage.com with 14 and preferredcompliance.com with 10. ChatGPT cited webpossible.com 4 times in this category; WebPossible publishes the Index, so those citations are flagged in the source map.
Our reading is that for a large or mixed-program portfolio, the engine treats compliance as a feature of the property management system. It reaches for the specialist firms when the prompt names a file audit or a third-party review. This is one run per prompt from one engine, so treat it as a first reading.
Which vendors does this page include?
The criteria block above states which vendors qualify. A vendor is listed if it sells income certification, tenant file review, HUD transmission, or agency and investor compliance monitoring for subsidized housing. It also needs a verifiable source for its description.
Property management systems with a native affordable module are context rather than entries, and consulting firms with no software product are not listed.
If you sell into this category and want to know how the category is measured, AI visibility for proptech companies explains what we run each month. It also covers how the sources behind an answer are mapped, and what the fix costs.
Where to go next
If your problem is the file, start with the TenantAudit profile for the software approach and the Preferred Compliance Solutions profile for the service approach. Price your own files both ways. If your problem is the monthly voucher, read ShofCorp and US Housing Consultants.
If you are the agency, ProLink Solutions and Housing and Development Software describe the widest scope of any system in the research. The Spectrum Enterprises profile explains the data-transfer standard your owners will ask about. The rest of the stack an affordable operator buys, from collecting the rent to screening, is on the property management software hub, one category at a time.

Questions about Affordable Housing Compliance
What is affordable housing compliance software?
Software that keeps a subsidized property inside its program rules: income certification and recertification, rent and income limits, tenant file audits, and the reporting that goes to housing agencies and investors. On the owner side that means products such as TenantAudit, which reads the tenant file for income violations, and Preferred Compliance Solutions, whose reviewers check the file through a portal. On the agency side it means the systems those reports land in, such as ProLinkHFA and HDS NextGen.
Who buys it, the owner or the agency?
Both, from different vendors. Compliance directors at affordable operators buy file review, tenant certification and HUD TRACS transmission from Pronto Housing, TenantAudit, Preferred Compliance Solutions, US Housing Consultants, ShofCorp, HousingIntellect, Veritay and Zeffert & Associates. State housing finance agencies, syndicators, bond issuers and public agencies buy monitoring and asset management systems from ProLink Solutions, Housing and Development Software, Emphasys HFA, MITAS, Procorem and Housing Compliance Services. Spectrum Enterprises is the monitoring delegate some states hire, with data-collection software that owners in those states report into.
What does affordable housing compliance software cost?
TenantAudit, HousingIntellect and Veritay publish prices in our database. TenantAudit lists plans from $49 a month with a free trial, and the vendor states its automated audits cost $0.50 to $1.00 per file against $150 to $300 per file for manual review. HousingIntellect charges $2.50 per unit per month up to 500 units with a $350 monthly minimum, and $2.00 per unit for 501 to 2,000 units. Veritay charges owners and managers $6 per unit per month with a $150 monthly minimum, or $22 per file with a $250 monthly minimum. The other vendors in the category ask for a call. Ask a file review firm for the per-file rate on initial certifications and recertifications separately, a service bureau for the per-unit monthly rate and minimum, and an agency system for the annual license and implementation fee.
Does my property management system already handle affordable compliance?
Yardi, RealPage, MRI, ResMan, Entrata, Rent Manager and AppFolio each sell an affordable module, and for many operators that module is the certification workflow. The vendors in this category cover what the module does not: a second review of the file by someone outside the property, the monthly HUD transmission when the staff's TRACS knowledge sits with one person, and the agency and investor systems the module's reports have to reach. Ask the vendor what its product does that your module does not, with your files.
Which compliance vendors integrate with Yardi, RealPage or MRI?
In our vendor database, TenantAudit imports from Yardi Voyager, RealPage OneSite, MRI Bostonpost and Excel or CSV. Pronto Housing's AppFolio entry is an AppFolio Stack Solution Partner listing in the consulting category rather than a documented data connection. ShofCorp names ExactEstate and Kanso Software as the systems it works with. Spectrum Enterprises accepts tenant data by XML under the HFA LIHTC Data Transfer Standard it co-developed with HUD and NAHMA. The other vendors name no property management system in our records; HousingIntellect says it runs alongside an existing PMS without naming one.
What is TRACS and why would I pay a service bureau for it?
TRACS is HUD's Tenant Rental Assistance Certification System, where a project-based Section 8 property sends its 50059 certifications and monthly voucher files. A rejected file delays the housing assistance payment. Service bureaus such as ShofCorp and US Housing Consultants prepare and transmit those files so the property is not dependent on the one staff member who knows the submission, which the research describes as the common failure.
