Citizen Home Solutions, which residents meet as Citizen or Move With Citizen, is a Dallas move-in utility setup service. A property manager sends approved residents to Citizen, and its agents or its self-service platform get water, gas, power, internet, TV and security set up before move-in. The service is free to the manager and the resident; Citizen is paid by the providers and shares commission with the manager. The manager gets a dashboard that tracks each resident’s status, confirmations and account numbers alongside revenue earned and payouts. It belongs to the move-in end of the utility management category, not the billing end, and the facts panel below is rendered from our vendor database with a source and verification date on each entry.

Who it fits

Our database tags no segment, because the site does not name one. The testimonials are from property management companies, and the problem they describe is the one Citizen sells against: residents moving in without utilities in their name, and the calls and emails that follow. The fit is a manager whose residents hold their own utility accounts and whose PMS is on Citizen’s integration list. The partner site also describes a move-out product, covered below, that matters to anyone running turnovers on single-family homes.

It does not fit an owner who needs to bill residents for master-metered water or trash. Citizen sets up accounts; it does not allocate or collect utility costs.

Pricing

Citizen offers three free setup options. CompleteConnect is concierge and digital, with proactive outreach and every commissionable service; DigitalConnect is self-service with experts on call and no commissionable services; RevenueConnect is for managers who already use a digital platform or a utility billing company and want Citizen to work the paid services. Activate by Citizen, which transfers utilities back into the manager’s name when a resident moves out, is a separate paid service at $4.99 with CompleteConnect, $7.99 with RevenueConnect and $9.99 with DigitalConnect. The page does not say per what, so ask whether that is per move-out, per utility or per month.

The signup page has a revenue calculator built on a national average, and the FAQ says revenue varies by market, services chosen and turnover. Ask what the commission is on each service type, how it is reported, and when it pays. Ask whether a resident who sets up only water, gas and power earns you anything, since the FAQ says the revenue comes from internet, cable, security and similar services. The FAQ also says there is no contract with the manager.

Integrations

The partner FAQ says Citizen has API integrations with AppFolio, Buildium, Propertyware, Rentvine and Rent Manager, and others; Rent Manager and Buildium both list it in their marketplaces. Ask what the integration pulls: approved residents and move-in dates is the useful minimum. Ask whether confirmations and account numbers are written back to the resident record or stay in Citizen’s dashboard. If you are on a system not on the list, ask what the manual path looks like.

Limitations and questions to ask

A free service paid by providers has an incentive behind every recommendation, so ask how agents present options and whether a resident who wants the cheapest internet plan is shown it. Ask how quickly residents are contacted after approval; the FAQ says to submit them as soon as you approve them. Ask how resident data is used, since Citizen says it does not share or sell it. On Activate, ask how it handles a resident who refuses to close an account, and what happens to the bill for the days in between. The company runs three web addresses, movewithcitizen.com, citizenhomesolutions.com and partnerwithcitizen.com; ask which one your residents and staff should use.

Alternatives

The utility management vendor list shows the full category. Utility Profit is the closest match: free, PMS-synced, with a referral share to the manager and six named integrations. Utility Connect offers a branded concierge and call center paid by providers. For owners who need billing instead of setup, the alternatives to Conservice run through the billing companies.
