Conservice is the name a multifamily operator hears first when the question is who should bill residents for water, sewer and trash, and its record in our database shows why. It covers utility expense management, expense recovery by RUBS, submetered, direct, convergent and vacant-unit billing, meter management, analytics and ESG, for multifamily, student housing, single-family and commercial property. The buyers who look past it usually say one of three things. We want to bid our billing out. We are too small for a full-service firm. Our real problem is move-in setup, not billing. This page covers those objections, the other vendors in our utility management category, and the questions that sort them.
Why buyers look past Conservice
Start with what Conservice does well. No other record in the category covers as many recovery methods under one contract, so an operator with student housing, conventional multifamily and a few commercial buildings can hand all of it to one vendor. Conservice’s own expense recovery page calls billing residents the most labor-intensive part of utility management, and the full-service model is its answer to that.
The objections come from the same breadth. The first is price. Conservice publishes no pricing, and neither do most of its competitors, so comparing it with anyone means comparing quotes. Ask for the per-unit monthly fee, the per-statement fee, any fee passed through to residents and the contract term in writing, then ask every alternative for the same four numbers.
The second is the property management system. Conservice says it integrates with your own software and names none. Guardian Water & Power names Yardi, RealPage, AppFolio, Entrata and Rent Manager, and Livable names AppFolio. If the charge has to land on the resident ledger without someone retyping it, ask Conservice to show the sync in your own system before you compare anything else.
The third is fit. A 40-unit owner on AppFolio paying a master water bill does not need portfolio ESG reporting. A single-family manager whose tenants pay utilities directly has no master bill to allocate at all; the problem there is the tenant who still has not put the water in their own name two weeks after move-in. Both buyers land on this page, and they want different vendors.
The fourth is the bid itself. One of the buyer prompts we track comes from an operator who has used the same submetering vendor for years and wants to bid it out. That is a normal habit in this category, and an operator on Conservice does the same thing at renewal.
Some of this we could not check. The forum threads that usually supply complaints for these pages were not reachable for this category, so we have no first-hand reports on Conservice’s dispute handling, collection rate or contract exit terms. Ask for all three in the demo, along with a reference at a property your size.
The alternatives, by the problem they solve
The table above carries each vendor’s facts from our database. What follows sorts them by what kind of alternative they are.
If you want another full-service billing firm
American Utility Management sells resident billing and cost recovery, vendor invoice processing and payment, energy management and its AUM SCORE benchmark to multifamily owners, and it is part of RealPage. Anchor Utility, formerly Banyan Utility, sells submetering, RUBS, vacant cost recovery and expense management, including invoice auditing and rate analysis, from San Diego into 48 states. Zego is here for its utility product, which puts RUBS and submeter charges on an itemized rent-and-utility statement with click-to-pay; its record names Yardi, MRI, Rent Manager, ResMan, Entrata and RealPage. Utility Management Solutions, UtilityPro and YES Energy Management are billing services that handle reads, resident statements and collections. UtilityPro is free to owners and managers, bills residents $5 per unit for Pro and $7 for Pro+, and lists AppFolio, Buildium, Entrata, RealPage, Rent Manager, Rentvine, ResMan and Yardi. Utility Management Solutions and YES Energy Management publish no owner pricing or PMS list in our records, so ask.
If the problem is submeters
These firms install and service the meters and then bill from them. Guardian Water & Power has installed wireless submeters since 1983 and sells four service levels, from read-only up to read, bill and collect, plus RUBS for unmetered buildings. Minol USA, part of the Minol-ZENNER Group, installs and services submeters and runs a resident billing program and conservation services. National Exemption Service has submetered with its own employees since 1968 across more than 43 states and handles collections and disputes. Submeter Solutions, acquired by Pioneer Energy Management in February 2025, designs and installs meters and sells equipment, which suits an owner who wants to own the hardware. Think Utility Services and Synergy Utility Billing cover installation, billing and collections for apartments, HOAs, mobile home parks and mixed-use property.
If you want residents billed directly
SimpleBills, another RealPage company, keeps the utilities in the property’s name, invoices each resident for their share and collects, so the property never prefunds the bill. It serves student and conventional multifamily. If prefunding is what bothers you about the current setup, price this model.
If you are a smaller owner who wants software
Livable allocates by occupancy, square footage or usage, reads bills with AI, gives residents a portal and syncs charges to the AppFolio ledger. Its AppFolio Stack listing says no minimums or long-term commitments. Vitality automates RUBS and submeter recovery and posts charges to the PMS for multifamily, student, build-for-rent and affordable operators. Its record lists Entrata, RealPage, Rent Manager, ResMan and Yardi.
If the problem is move-in setup
This is a different product. Utility Profit reminds tenants by text and email to activate utilities on a portal branded to the manager, syncs with AppFolio, Buildium, Rentvine, Rent Manager, Entrata and Propertyware, and pays the manager a referral share averaging about $50 per qualifying move-in, paid quarterly. Citizen Home Solutions and Utility Connect are free move-in concierge services a manager offers residents, and Citizen pays the manager a commission.
How to shortlist
Decide the method first. Minol’s billing page asks whether you want to measure individual usage or allocate expenses across the community, and the answer removes half the list. Then filter by PMS using the table and the AppFolio and Yardi integration pages.
Then take the demos and ask each vendor the same five questions. Who reads the meters, who calculates the bill and who collects? Guardian prices each step separately, which makes it a fair template for comparing everyone else. Who monitors RUBS and submetering rules in our states, and who carries the liability if a charge turns out to be unlawful? What share of the master bill do you expect to recover on our property type, and how do you handle vacant units and residents who never transferred service? When a resident disputes a charge, who answers the phone and what does the resident see? Does the charge post to our ledger, arrive as a file, or go out on your own invoice? The glossary defines RUBS, convergent billing and the rest.
What the Index shows
The table at the foot of this page, How the Index sees these vendors, shows where each of these vendors stand in the current edition of the AI Shortlist Index for utility management. Our reading is that ChatGPT reaches for Conservice when a buyer asks to replace almost any other utility vendor, which makes it the incumbent the rest of this list is measured against.
If Conservice is still on your shortlist after this, its profile holds the full record with sources. The full list of utility vendors puts every vendor on one screen, and if the utility charge will share a resident statement with rent and other fees, the resident benefits platforms guide covers that bundle. A vendor on this page that wants to show up in that answer can read how we work with proptech companies on AI visibility.
